The Board of Commissioners is the policy making body of the South Pittsburg Housing Authority, similar to a board of directors of a private corporation. The South Pittsburg Housing Authority Board of Commissioners are a public official of his/her community and receives no pay. The Board of Commissioners selects and employs the Executive Director of the SPHA. The Executive Director is responsible to the Board of Commissioners for the efficient operation of the SPHA's business and for carrying out Board policies in accordance with the SPHA's by-laws and its contracts.
The SPHA Commissioners have ultimate responsibility for the SPHA's operations, including:
*Approving the by-laws, resolutions, policies and procedures.
*Selecting a qualified Executive Director
*Establishing and adopting SPHA policies such as personnel, grievance, procurement, disposition, admissions and continued occupancy and administrative plans.
*Reviewing and monitoring budgets and other financial documents to ensure expenditures are in compliance with Federal and local laws and other requirements.
*Approving policies and procedures for internal and external monitoring controls.
*Approving policies and procedures to detect and prevent program fraud, waste, mismanagement and abuse.
*Ensuring that the SPHA is acting legally and with integrity in its daily operations.

The purpose to which this corporation is organized are to acquire, own, lease and dispose of properties to the end that such a corporation may be able to promoted the health and well-being and higher education of the people of the State and the City of South Pittsburg, Marion County, Tennessee and surrounding areas, and to exercise the authority of, and pursue the objectives of, health and educational facilities corporations as provided for in Chapter 19, Title 48, Tennessee Code Annotated, if being the intention of the incorporators to make the scope of organized activities of this corporation and the corporate power of this corporation as broad as is permitted by the applicable statues of the State of Tennessee.
